Why We're Needed

Texas is currently experiencing a severe child welfare placement crisis:

  • Over 598 foster care providers have closed since 2019

  • More than 1,000 licensed beds have been lost

  • Children Without Placement (CWOP) cases have increased by over 1,000%

  • Approximately 34% of foster youth are placed outside their home region

Region 6

Region 6, which includes Wharton County, bears a disproportionate share of this burden:

  • 48% of out-of-region placements are sent to Region 6

  • Over 1,300 youth are relocated into the region

  • High placement instability due to lack of appropriate facilities

  • Nearly 30% of CPS caseworkers have less than one year of experience

Additionally:

  • 85% of foster youth have experience trauma

  • Only 62.6% graduated high school

  • Increasing numbers require specialized behavioral and medical care

  • These conditions demonstrate an urgent need for facilities that can provide immediate, stable, and trauma-informed care
